**Job Summary**:
Located in the Finance Unit, this position plays a lead role in budgeting and financial reporting for the Library. Under the supervision of the Director of Finance, this position works directly with the executive team, directors, managers, and supervisors to coordinate and develop the Library’s operating and capital budgets. This position will also be responsible for coordination of variance and forecast reporting for internal clients and preparing a summary variance and forecast for the board of directors.

The Financial Planning and Reporting Analyst will provide key support in the Library’s business process review and continuous process improvement initiatives by gathering and analyzing data based on the processes, practices, and procedures of other business units and organizing the information into concise reports with recommendations for improvement. This position is also responsible for business modelling by analyzing operational changes and proposed projects to quantify impacts on budgets, staffing, funding sources, and forecasts.

1. Develop and coordinate the multi-year operating and capital budgets for the Library using Solver, the Library’s budgeting and reporting system:
a. Prepare detailed salary and benefit calculations for all departments using the approved positions listings.

b. Determine the projected tax levy for budgeted years by working with the City’s Revenue Services Department.

c. Assist managers and directors in determining their proposed operating and capital budgets for the year.

d. Determine if funds must be drawn from or allocated to various reserves for the budget periods under the guidance of the Reserves Policy and through consultation with managers.

e. Work alongside the Director of Finance, work with the Executive Team to refine budgets, answer questions, and rework budgets as necessary.

f. Ensure budgets sent to the Audit Committee and the Board of Directors are complete and accurate and ensuring approved budgets are accurately prepared for presentation of the mill rate request to City Council.

g. Provide ongoing training and support to budget owners who use the software.

2. Prepare and compile variance and forecast information for the Board of Directors by working with budget owners on their individual variances and forecasts and then compiling the information into a comprehensive board variance report and forecast.

3. Maintain the corporate budget and reporting system, Solver, and ensuring this data integrates correctly with the Library’s accounting system, Business Central. As an administrator of Solver, update and create reports to respond to ongoing business needs.

4. Conduct business process reviews and formulate recommendations for improvements in efficiency and effectiveness. Working with department or process owners, the Director of Finance, and the Executive Team, the analyst will develop objectives for the review and then use a variety of interview, survey, and review methods to gather data. Using this data, a summarized report is prepared complete with recommendations for improvement.

5. Conducts business modelling by analysing proposed changes to operational models or new business processes to quantify impacts on budgets, staffing, funding sources, and forecasts.

**Qualifications**:
1. An undergraduate degree from a recognized institution in Business Administration, Commerce, Finance, Accounting, or a related field of study. Completion of the CPA program is an asset.

2. 2 - 5 years of experience in budgeting, forecasting, and financial reporting.

3. Financial systems experience including accounting and budgeting.

4. Technical knowledge of how systems work to create and maintain reports within the budget and reporting system and troubleshoot system problems.

5. Demonstrated accuracy and attention to detail.

6. Demonstrated ability to establish and maintain positive working relationships with staff and external agencies, as well as the ability to work in a team environment.

7. Demonstrated ability to teach and assist non-financial managers with financial concepts.

8. Knowledge of collective agreements to inform budget preparation.

9. Demonstrated strong organizational skills including the ability to effectively and efficiently manage time under strict constraints.
